the Syracuse Main Post Office, you may call -- or hear mention
of --many first-class folks. If you see these folks on the streets
of Central New York, say hello -- they are the faces of the
Postal Service in our community!
Dave Boardman has
recently been named Syracuse Postmaster, replacing Ed Phelan
who was promoted to Manager of Delivery Programs at the Northeast
Area Office in Windsor, Connecticut. Dave formerly held
the position of Utica Postmaster, where he was also the Postal
Co-Chair of the Mohawk Valley Regional PCC. He is a career
postal employee and has been a postmaster for 20 years. Former
Postmaster assignments include: Hornell, Oswego, Auburn,
Cortland and Utica.
Albany
District Manager Timothy C. Healy has announced the appointment
of John Phelan as Manager of the Syracuse
Processing and Distribution Center. Phelan assumes responsibilities
for the distribution and transportation of mails for the three-digit
ZIPs of 130-131-132 as well as the maintenance of equipment
and facilities throughout the Central New York region.
He
is responsible for operations that include processes to postmark
and barcode of inbound mails daily, parcel sorting, operations
at the airport and centralized forwarding facilities and oversight
of postal and contracted transportation of mails for local post
offices. More than 580 employees fall under operations
for Phelan at the Taft Road facility.
Phelan
is a familiar face to the CNY PCC, having served a detail as
Postmaster of the City of Syracuse with PCC responsibilities.
For the last eight years, Phelan served as the Manager of Post
Office Operations for nearly 100 post offices in the western
corridor of the Postal Service’s Albany District.
Previously,
he was the Postmaster of Camillus and the Station Manager of
Solvay Station in Syracuse. He has been called to a number
of special assignments for the Postal Service, including as
a Human Resource Analyst for the Northeast Area Office, as a
Senior Manager of Post Office Operations for the Albany District,
and as the officer-in-charge for the Springfield (MA) Post Office.
He is a graduate of the Postal Service’s elite Advanced Leadership
Program and has completed studies at Empire State College.
Phelan
– known as “Jay” – resides with his family in Liverpool.
He began his postal career as a mail distribution clerk, and
then moved on to serve as a city letter carrier before accepting
a management position at the Taft Road facility. He is
a Syracuse native and graduate of CBA.
Jeff Costello has been with the USPS for 18 years and is currently
Customer Relations Coordinator for the Central New York/Syracuse
area. He has held a variety of positions including
Mailing Standard Specialist and has extensive experience in
automation, readability, and mailpiece design. He has
also worked at the Headquarters level in Testing and Development.
In his spare time he is director of Youth Leprechaun League
Basketball Program, writes and publishes a bimonthly newspaper
called Everything Irish, and is an officer in the Tipperary
Hill Athletic Club. His hobbies include reading, basketball
and golf.

Board Member..." Donna King is the Team
Leader of Support Services for Countryway Insurance Company.
She is responsible for managing the following departments; Mail
Center, Policy Typing, Policy Prep/Quality Control, Policy Records,
and Vending Services. Donna has been with the company for 32
years and has held various positions in the Insurance Company
and Human Resources department.
